* Fabrics begin as fibers, which are then woven into fabrics. Inherently flame resistant clothing has inherently flame resistant fibers, which both individually and woven are flame resistant. Treated flame resistant clothing acquires its flame resistance from a treatment received after it is woven. Years ago, treatments may have 'washed off'. This is much less of a problem today, as technology provides a "permanent treatment" that will last the life of the garment. Flame resistant clothing is more likely to naturally wear out before it loses its flame resistance.
