ASTM F 1506 details the minimum performance levels necessary for a fabric or multiple fabrics as layers to be classified as flame resistant. Westex, Inc., creators of Indura® and Indura® Ultra Soft®, have an excellent article here:

Most flame resistant garments are labeled as compliant to ASTM 1506. There has been buzz in the industry that this will become a labeling requirement. As many garment manufacturers already label their garments with this information, it will not be an inconvenience.
This standard does not apply to rain wear.
